When you land in a foreign country you already receive a signal from the local service provider, such as O2 in England or Verizon in the US. So, why not 'adopt' a plan that's not being used at the moment? The signal you already receive upon arrival will continue as normal. So what changes? Rather than a roaming service, your usage is matched to the plan you've 'adopted'. You pay for adopting a plan and this revenue is shared with this exchange service and the plan provider.
